Internal Control: The Basics

The Uniform Guidance brought renewed focus on internal controls through making explicit non-Federal entities responsibilities to effective internal controls. The entities internal controls should be in compliance with guidance issued by the Government Accountability Office (GAO) and Committee of Sponsoring Organizations of the Treadway Commission (COSO). In September 2014, GAO released Standards for Internal Control in the Federal Government, which became effective for fiscal year 2016. Federal agencies are required to adhere to GAO’s Standards, while state, local, and quasi-governmental entities, as well as not-for-profit organizations, may adopt the Standards. This session will provide a basic understanding of internal controls including the components that can apply to an agency or an entity.

Objectives:

  1. Establish a fundamental understanding of internal control;
  2. Describe the five components of internal control and the associated principles;
  3. Discuss internal control deficiencies identified in GAO reports.
