Subrecipient Relationships and Pass-Through Entities

A pass-through entity has significant responsibilities to ensure that not only its own federal awards are in compliance, but also that its subrecipients are in compliance with all applicable regulations, including the Office of Management and Budget’s (OMB’s) Uniform Guidance and program-specific statutes and regulations. The Uniform Guidance prescribes a number of important requirements for making, managing, and closing out subawards, as well as subrecipient monitoring.

  1. The differences between subawards and contracts under grants;

  2. The specific regulatory requirements that apply when making and managing subawards; and

  3. Strategies for structuring successful subrecipient relationships.
